Critics are professionals, they watch movies for a living and therefore have become experts at analyzing the different aspects of a film.
Just like any other professional, a person engaged in a career for a long period of time becomes an expert regarding all the small details involved in the job. Small details that an average person would not know, pick up on, or even necessarily think about. (Think stock brokers for example, or computer programmers)
When critics are watching the movie they are not just watching it for entertainment but are critically exploring the facets that make up the film. They are looking at sound quality, acting quality, storyline, plot, conclusion, special effects, character roles, among several over things. They also depending on if the movie was based on a book, history, or is an updated version of an older film compare and contrast its accuracy to it's inspiration.
I like looking at Yahoo Movies because it samples several critics opinions and gives an average grade between critics.
If you don't typically agree with what the average critic score is on a particular movie you might just not be looking at it from the same perspective and I would suggest reading what they have to say and then compare your opinions.
User reviews are usually based on personal preferences rather than sound critiquing and judgement of film categories.
