What Was The Animated Family Movie With A Chiwawa Named Tito?

The movie takes place in New York city. It is animated, and most likely came out in the 90’s. I vaguely remember it being about a bunch of dogs in the streets, and one of them being chiwawa named Tito. It is a family movie, and again, animated. Just wondering if it rang any bells to anyone.
