What Is The Name Of The Movie About These Two Rival Kid Gangs In England Who Often Fight?

I remember watching it on a basic cable movie channel back in the late 90s (so I know it’s either from the 80s or 90s). The kids are not too old, but seem to fight about a lot of things. They aren’t well off, but I remember going to a public school.

    The children of Ballydowse and Carrickdowse engage in battles where they cut of the buttons, shoelaces and underwear of their captured opponents. This is to get the boys in trouble with their parents. They go to battle in mass groups of dozens, throwing stones and cutting targeted items.
